Autumn Budget 2025 – the devil is in the detail!

Last October in her first Budget Rachel Reeves delivered a record £40bn of tax rises. At the time, she said she was not looking to repeat this again in 2025.
However, we still have the widening black hole of some £50bn making the economy fragile, UK growth remains slow, and we can’t forget that in the spring Spending Review additional sums were promised to areas such as defence and the NHS.
The Chancellor insists that the economy is not broken, so how do you fix something that isn’t broken? Should we be bracing ourselves for what might need to be a bumper revenue raising Budget on 26 November?
- Will income tax and/or tax thresholds be frozen/adjusted?
- Will we see changes to ISA limits
- Could we see reform to stamp duty or even new property taxes?
- Will pensions come under further scrutiny?
- Will the Chancellor revisit IHT and Capital Gains Tax?
- What other measures might be introduced and how could these impact individuals, families, and businesses alike?
- Will the VAT registration threshold be lowered to £30k or raised to £100k as reported?

Tim has 20 years’ experience in mixed tax roles. Having trained with a top 10 firm, once he qualified in 2006, he moved to a west-end firm specialising in Owner-Managed Businesses and international private clients.
Throughout his career to date, Tim has maintained a broad knowledge of tax to enable him to provide integrated holistic solutions to entrepreneurial tax issues. He also has a strong focus on international tax issues. Tim has worked with clients in a wide range of sectors such as property, technology, professional services as well as private clients.
Anand Chandarana
Corporate Tax Director
Anand Chandarana has a number of years of experience in mixed tax roles in the OMB sector, having qualified as CTA in 2009. He has previously worked at top-20 firms and a boutique West-End firm.
His mixed tax background enables him to see problems and solutions from both the corporate and personal tax side. Most recently, he has been working and advising on employee share incentivisation schemes such as EMI, CSOP and growth shares.
He has also advised a number of entrepreneurs and High Net Worth individuals about their personal tax matters and planning as well as on non-dom and residency matters.
Recent experience includes: • Setting up EMI schemes for UK subsidiaries of overseas parent companies. • Advice on MBOs. • EIS and SEIS advice to companies. • Trust planning. • Property planning.
Matt King
Financial Services Director
Matt is a Director in our Financial Services team and is himself a qualified IFA.
Matt spends the majority of his time helping clients achieve their financial goals and securing their wealth.
Kelly Power
VAT Partner
Kelly is a VAT professional with over 20 years of experience. She joined KPMG in 1999 where she qualified and worked within the VAT practice until 2013.
Kelly also has experience working in-house (Tesco, Charterhouse) and over the past five years has worked as an independent VAT consultant. Kelly focuses on planning and advisory work and specialises in VAT exemptions and reliefs, whilst also working across all sectors.
She advises that “any change in business structure, supply chains or the nature of the goods or services sold is likely to impact the VAT profile of the business, with any mistakes potentially having a major impact on the bottom line. VAT, like other taxes, can be daunting but my aim is to break it down into something that is clear and easy for businesses to deal with.”
